Programme and Technical Consultant – MENA

Role Overview:
The Programme and Technical Consultant will work with the GCF’s Regional Desk for the MENA region. The role involves providing remote support to developing countries to address their institutional readiness needs for accessing GCF finances. This includes assisting with the development of high-quality GCF funding and readiness proposals. The consultant may need to travel to countries for in-country support.
Duties and Responsibilities:
- Advice and Guidance: Provide advice on GCF policies, procedures, and templates to NDAs, Accredited Entities, Delivery Partners, and other stakeholders.
- Capacity Assessments: Support or lead national capacity assessments of developing country institutions to identify readiness needs for engaging with the GCF.
- Missions and Reports: Undertake missions to relevant countries as needed and prepare Statement of Work and mission reports.
- Proposal Development: Lead or support the development of readiness proposals and action plans, and review Funding Proposals Concept Notes.
- Knowledge Contribution: Develop briefing notes, background papers, and other materials, and contribute to knowledge-sharing activities.
- Program Support: Assist in the development of country programs and ensure timely reviews and processing of drafts.
- Consultative Processes: Contribute to consultative processes for pipeline development and readiness support.
Performance Metrics:
- Client satisfaction ratings (NDAs and Direct Access Entities)
- Number of supported readiness proposals submitted and approved
- Quality of deliverables (readiness assessments, proposals, action plans)
Required Experience and Qualifications:
- Education: Post-graduate degree in developmental studies, climate change, climate finance, or a related field.
- Experience: 7-10 years in institutional strengthening and proposal development in climate change, with at least 7 years with a master’s degree or 10 years with a bachelor’s degree.
- Skills:
- Institutional strengthening at the government level
- Proposal development in climate change capacity building, mitigation, and adaptation
- Project management and implementation of climate change projects
- Monitoring and evaluation
- Experience in the MENA region
- Knowledge of economic, political, and social contexts of MENA countries
- Government diplomacy
- Networks with government, private sector, and other GCF stakeholders
