Position Overview
The Technical Adviser on Population Dynamics provides strategic technical development, monitoring, oversight, and capacity development in the areas of population ageing, low fertility, and the demographic dividend. This role involves close collaboration with the technical, program, operations, and communication staff of the regional office, country teams across the region, and other UNFPA levels. Reporting directly to the Deputy Regional Director and under the overall leadership of the Regional Director, the Technical Adviser plays a pivotal role in advancing UNFPA’s agenda in the Asia-Pacific region.
Key Responsibilities
A. Strategic Technical Development, Monitoring, and Oversight:
- Provide technical and program leadership, management advice, and strategic support and guidance to regions on population ageing, low fertility, and the demographic dividend.
- Identify UNFPA’s comparative advantage and specific contributions on these issues in the changing development agenda of the region.
- Contribute to the development and implementation of an integrated strategy for high-quality technical assistance and program support.
- Analyze trends, identify threats and risks, and contribute to regional initiatives in the area of expertise.
- Participate in the UNFPA technical network on population and development, maintaining communication and feedback loops.
- Develop inter-regional UNFPA initiatives and partnerships, coaching, and supervising junior staff, associates, and consultants.
B. Quality Control of Technical Support and Capacity Development:
- Advise Country Offices on policy development and dialogue, ensuring consistency and coherence.
- Integrate state-of-the-art thinking and research within UNFPA’s work and partnerships.
- Review technical support products at key stages of UNFPA, UN, and national development planning.
- Organize and contribute to regional and inter-country training activities for capacity development.
- Develop and monitor substantive regional partnerships, including South-South technical support.
C. Evidence and Knowledge Development and Dissemination:
- Lead systematic analysis of population dynamics and their developmental implications at regional and sub-regional levels.
- Prepare briefings and materials for evidence-based policy dialogues.
- Disseminate and promote the use of technical knowledge, evidence, lessons learned, and success stories.
- Collect, analyze, and synthesize information/data for advocacy and resource mobilization.
- Contribute to regional advocacy efforts to advance the ICPD agenda and relevant SDG targets.
D. Technical Representation:
- Represent UNFPA in meetings and events focused on population dynamics.
- Participate in policy dialogue and advocate for relevant issues in international and UN forums.
- Collaborate with UN agencies, academia, research institutions, think tanks, and professional societies.
Qualifications and Experience
Education:
- Advanced university degree in Economics, Demography, or related fields relevant to demographic changes and sustainable development.
Experience:
- Minimum of 10 years of increasingly responsible professional experience, including policy formulation and application on population issues.
- Expertise and program experience in population ageing, low fertility, and the demographic dividend.
- Proven track record of intellectual and technical leadership.
- Strong conceptual and analytical skills with a holistic and interdisciplinary vision.
- Demonstrated ability to network with academia and the development community.
- Field experience and experience working in the Asia-Pacific region are strongly desirable.
