UNFPA is dedicated to delivering a world where every pregnancy is wanted, every childbirth is safe, and every young person’s potential is fulfilled. The Programme Adviser role is integral in supporting UNFPA’s strategic plan (2022-2025) by accelerating progress towards realizing the ICPD and SDGs.
Job Purpose:
The Programme Adviser supports the Deputy Regional Director in providing integrated technical and programme support to country programmes, firmly placed within the context of the ICPD Programme of Action, national development processes, the global development agenda, and the SDGs. The Adviser ensures the coordination and integration of knowledge management, capacity building for technical and programme support, and synergy between regional programmes and country activities.
Key Responsibilities:
Integrated Technical and Programme Support:
- Assist the Deputy Director in managing regional trends, formulating corporate policies, and organizational strategies.
- Coordinate the development of the UNFPA strategic plan based on country and regional experiences.
- Promote integrated programme and technical support to countries.
- Provide support and guidance to UNFPA country offices on programme design, implementation, and management.
- Ensure support for UN system coordinated programming processes at regional and country levels.
- Strengthen the capacity of country offices and UNCTs in results-based programming and other relevant areas.
Capacity Development:
- Ensure integration of sound programme principles with technical activities.
- Develop and implement a regional technical delivery strategy.
- Strengthen partnerships and collaborations in the region with other UN agencies and regional institutions.
- Contribute to capacity development of RO/SROs, COs, and UNCTs in UN Reform processes.
Evidence and Knowledge Development and Dissemination:
- Analyze programme interventions to improve effectiveness, efficiency, and quality.
- Document programme results and lessons learned.
- Ensure state-of-the-art technical and programming knowledge is available for use in countries.
Other Duties:
- Carry out any other duties as requested by the Regional Director and the Deputy Regional Director.
Qualifications and Experience:
Education:
- Advanced University Degree in public health, medicine, sociology, demography, gender, economics, international relations, international development, public administration, management, or other related fields.
Knowledge and Experience:
- 10 years of increasingly responsible professional experience in development programmes, including seven years at the international level.
- Strong leadership track record and proven ability to produce demonstrable results.
- Substantive knowledge and practical experience in population and development, sexual and reproductive health, and gender.
- Ability to work politically and programmatically, with strong collaboration and communication skills.
- Experience in programme and/or technical assistance within the UN System.
- Field experience required.
Languages:
- Fluency in English required. Knowledge of other official UN languages desirable.
