Job Description

The Central African Republic (CAR) has experienced several decades of recurring crises that have weakened state capacities and undermined national cohesion. The latest crisis, beginning in 2013, plunged the country into a spiral of violence with devastating impacts on the economy, contributing to extreme poverty among populations in both rural and urban areas.

Thus, the PBF has provided catalytic support to the Transitional Government by providing necessary resources in security, restoration of state authority, and reduction of community violence between 2014 and 2016. Since 2017, with the validation of the RCPCA, $15 million has been allocated to support efforts to strengthen social cohesion and security sector reform, among others. Similarly, the Fund supported the long political process that led to the signing of the APPR in 2019 between the government and 14 armed groups. Following the signing of the agreement, the PBF invested an additional $20 million for its implementation, particularly for the creation of special mixed security units and support for transitional justice (including the operationalization of the Truth, Justice, Reconciliation and Reparation Commission). The Fund’s support for the implementation of the agreement continues, with support since 2024 for the community reintegration of ex-combatants.

To enhance the impact of its interventions and catalyze the resources invested in CAR, the United Nations Peacebuilding Support Office (PBSO), the manager of the PBF, has supported the Resident Coordinator of the United Nations in developing a Strategic Results Framework for Peacebuilding (SRF). This framework will guide the Fund’s investments in the coming years and strengthen cooperation with international financial institutions (IFIs) and donors to maximize the impact of peacebuilding interventions in CAR.

Reestablished in 2016 after a three-year interruption, the PBF Secretariat in CAR is tasked with linking the PBSO’s Financing for Peace branch, the Resident Coordinator, civil society organizations, and UN entities operating on the ground in CAR. Its mission is to support the identification of programmatic opportunities for the PBF, assist in the development of new projects, and ensure the portfolio’s coherence with national and international strategic objectives. The PBF Secretariat assists the United Nations Resident Coordinator in directing PBF investments and ensures the coordination, monitoring, and evaluation of interventions to ensure their quality and to draw lessons learned to guide future investments in the country.

The Peacebuilding Fund, through UNDP, is recruiting an International Coordinator for the PBF Secretariat who will be responsible for ensuring the overall coordination of the PBF Secretariat.

Duties and Responsibilities

Under the supervision of the United Nations Resident Coordinator in CAR, and in close collaboration with PBSO, the PBF Secretariat Coordinator will have the following responsibilities:

  1. Quality Assurance and Portfolio Monitoring:
    • Provide technical expertise to ensure the coherence and quality of implemented projects and programs.
    • Coordinate activities to ensure consistency and synergy between projects.
    • Ensure diligent monitoring of project execution in collaboration with recipient agencies and the monitoring and evaluation officer.
    • Identify implementation challenges and bottlenecks and propose appropriate solutions.
    • Establish a system for tracking the progress of PBF projects, including data collection and analysis, with the Monitoring and Evaluation Officer.
    • Ensure the quality and timely submission of progress reports (quarterly and annual) prepared by recipient agencies.
    • Coordinate the annual strategic report on the state of peacebuilding in the country.
    • Contribute to the drafting of the Secretary-General’s report on peacebuilding.
    • Ensure adherence to PBF Guidelines in implementation and reporting.
    • Conduct field visits and supervise project monitoring and evaluation.
  2. Identification and Analysis of Strategic Priorities for the PBF:
    • Identify entry points to advance the localization agenda in the country in partnership with UNCT, MINUSCA, the government, and civil society.
    • Organize Steering Committee meetings in collaboration with the national counterpart to discuss strategic direction and monitor ongoing PBF portfolio projects.
  3. Supervision of the Secretariat:
    • Supervise the Secretariat team and enhance its expertise in peacebuilding, conflict prevention, and social cohesion promotion.
    • Plan the work and activities of the Secretariat.
    • Interface with the Resident Coordinator’s office and implementing agencies through regular exchanges and report to the RC, PBSO, and implementation parties.
    • Liaise between the government, recipient agencies, and civil society for effective project implementation.
    • Ensure close coordination with agencies and NGOs involved in peacebuilding project implementation.
    • Coordinate responses to GYPI calls for proposals from NUNO and RUNO.
    • Organize field visits to monitor progress and make recommendations for more effective project implementation.
    • Support the Resident Coordinator’s office in disseminating PBF project results to the national counterpart and UNCT.
  4. Substantive Contribution to Inter-Agency Coordination in Peacebuilding:
    • Support the coordination of technical and financial partners involved in peacebuilding.
    • Produce and update technical notes (conflict analysis, briefings) on peacebuilding priorities.
    • Support the coordination of peacebuilding interventions in synergy with technical and financial partners.
    • Assist the RC in peacebuilding by exchanging relevant information and analysis based on project monitoring and field surveys.
    • Ensure new projects are based on specific conflict analyses.
    • Establish and support internal project coordination mechanisms involving national counterparts, RUNO, NUNO, and NGOs.
    • Coordinate information exchange and dissemination of conflict prevention and peacebuilding support tools.
    • Implement a knowledge management system and lessons learned based on project results.
    • Maintain a mapping of peacebuilding, social cohesion, and conflict prevention interventions (technical and financial partners and civil society).
    • Facilitate a framework for consultation among technical and financial partners in peacebuilding, conflict prevention, and social cohesion promotion.
    • Strengthen partners’ capacities in conflict-sensitive programming and support the integration (mainstreaming) of conflict-sensitive approaches in UNCT programming.
    • Enhance partners’ capacities in gender and youth-sensitive programming and organize local “Community of Practice.”

    • Organize training and capacity-building missions for project implementation parties.
    • Coordinate training activities with the monitoring and evaluation officer to ensure quality.
    • Provide technical assistance and coordinate the quality of training activities for program beneficiaries.

Required Skills and Experience

Education:

  • Advanced university degree (Master’s degree or equivalent) in Economics, Political Science, Management, International Development, or related fields.
  • A first-level university degree (Bachelor’s degree) in the same fields with additional years of qualifying experience may be accepted in lieu of an advanced university degree.

Experience:

  • Minimum of seven (7) years of progressively responsible experience (with a Master’s degree) in project or program management, at least three (3) years of which should be in conflict prevention, peacebuilding, social cohesion, or a related area. Nine (9) years of experience with a Bachelor’s degree.
  • Proven experience in conflict analysis, conflict-sensitive programming, or related areas.
