The M&E Associate reports directly to the Information Management Specialist and works closely with Programme Analysts.

Job Description

Job Purpose:
The Senior M&E Associate supports programme and project monitoring and evaluation activities, ensuring M&E requirements are fulfilled and reported in a timely manner. The role involves close collaboration with UNFPA Programme Team members, all units of the UNFPA Country Office (CO), implementing partners (IPs), and personnel of other UN agencies. The Senior M&E Associate plays a vital role in analyzing and sharing information about the performance of Programme-supported services and initiatives.
Key Responsibilities:
A. Implementation of Programme Monitoring and Evaluation Activities:
- Develop and update the CO M&E framework, supporting programme and projects annual work plans.
- Prepare programme/projects M&E Plans capturing qualitative and quantitative aspects.
- Design and implement methodologies and tools for monitoring and evaluation of project activities.
- Schedule and document monitoring activities/events, assigning responsibilities.
- Collect monitoring evidence and guide field staff and IPs in data collection and reporting.
- Update projects, activities, and indicator data routinely.
B. Analysis and Reporting of Monitoring and Evaluation Activities:
- Support data management and identify programme/project challenges to propose corrective actions.
- Collect, clean, and aggregate data from stakeholders for analysis.
- Develop and test M&E methodologies and tools, and implement recommendations to improve monitoring systems.
- Review monitoring reports for impact evaluation and identify bottlenecks in project implementation.
- Prepare summary tables, dashboards, reports, infographics, and maps to communicate data insights.

C. Capacity Building in Monitoring and Evaluation:
- Share M&E findings with project staff, IPs, and colleagues.
- Conduct training on new monitoring methodologies and tools.
- Organize refresher training in M&E skills for IPs, local organizations, and stakeholders.
- Maintain a repository of M&E visualization products.
- Contribute to knowledge networks and communities of practice.
- Perform other duties as required by UNFPA leadership.
Qualifications and Experience
Education:
- Bachelor’s Degree in Information Technology, Data Management, Data Analytics, Engineering, social studies, gender studies, geographic sciences, or related field.
Experience:
- Minimum of 5 years of relevant professional experience in M&E, reporting, and research.
- Ability to work with large-volume data from different sources, including collection, cleaning, aggregation, and data integration.
- Experience in data analysis to produce insights and identify trends and patterns.
- Proficiency in visualizing results of analysis in dashboards, reports, and maps.
- Experience with web-based data management systems.
- Advanced proficiency in MS Office package, Google applications, Excel, and Google Sheets.
- Experience in creating interactive dashboards (e.g., MS Power Bi, Tableau) is an asset.
- Experience in GIS analysis and visualization (e.g., ArcGIS, QGIS) is an asset.
- Commitment to gender-sensitive practices of information and data management.
- Experience in the UN system or international organizations is an asset.
- Experience with ERP systems (ATLAS, QUANTUM, UNinfo) and UNFPA policies and procedures is advantageous.
- Knowledge of humanitarian-development nexus and UNFPA mandate areas (gender-based violence, sexual and reproductive health, population and development, gender equality) is a strong asset.
