Scope of Work
Objectives of the Assignment:
As a Civil Engineer with UNDP Mozambique, your primary responsibilities will include overseeing the quality development of civil works projects, conducting detailed technical assessments, and ensuring the successful implementation of infrastructure improvements. Key tasks include:
- Field Visits and Feasibility Assessment:
- Conducting comprehensive field visits to assess the feasibility and progress of infrastructure projects.
- Providing technical recommendations and solutions for effective project implementation.
- Preparing and reviewing budget estimates and terms of references for detailed designs.
- Technical Design and Quality Assurance:
- Developing technical design documents for rehabilitation and construction projects.
- Ensuring strict adherence to national building codes and standards during construction phases.
- Reviewing and refining technical specifications, bills of quantities (BoQ), and other project documentation.
- Tender Process Support:
- Formulating robust bidding documents and tender dossiers in collaboration with relevant UNDP departments and governmental counterparts.
- Participating actively in the evaluation and selection of contractors based on technical merit and compliance with project requirements.
- Analyzing bid submissions, assessing unit rates against cost estimates, and ensuring realistic pricing.
- Reporting and Capacity Building:
- Providing regular progress reports on project implementation and risk management measures.
- Offering technical support and capacity building initiatives to national institutions, contractors, and other stakeholders involved in health infrastructure projects.
- Facilitating knowledge sharing and training sessions to enhance local expertise in infrastructure management and procurement.

Required Qualifications
Education:
- Master’s degree in Civil Engineering, Architecture, or a related field; OR
- Bachelor’s degree in a relevant field with an additional 2 years of qualifying experience.
Experience:
- Minimum of 2 years (with Master’s) or 4 years (with Bachelor’s) of relevant experience in Civil Engineering, preferably within Mozambique.
- Demonstrated experience in managing infrastructure projects, ideally in the health sector context.
- Familiarity with UNDP procurement procedures and project management practices is advantageous.
Skills and Competencies:
- Proficiency in computer applications and construction software packages.
- Strong analytical skills and ability to oversee construction projects from planning through to completion.
- Excellent communication skills in English and Portuguese, both written and spoken.
- Registration with Engineers Order Mozambique or similar professional bodies is desirable.
