Responsibilities

Financial Management: The Finance Associate will play a pivotal role in providing specialized support in finance functions, ensuring compliance with UNICEF financial rules and regulations. This role requires the capacity to research, evaluate irregular cases, and recommend process improvements, demonstrating a high level of independence at the GS-6 level.

Key Functions/Accountabilities:

  • Reports and Data Compilation: Advise and assist in the preparation of reports and data compilation related to pledges, funds received, and budget adjustments. Ensure accuracy, compliance, and completeness of financial data for inclusion in statements of accounts and budget adjustments.
  • Financial Records Maintenance: Monitor financial records and systems to record and reconcile expenditures, balances, payments, and statements. Verify data accuracy by checking sources, making necessary calculations, and ensuring all relevant data is included.
  • Data Entry and Reporting: Select and enter data accurately from a variety of documents. Prepare recurring reports as scheduled and special reports as required for budget preparation, audits, or other purposes.
  • Year-End Accounting: Assist in the closeout of year-end accounts and preparation of related reports on accounts receivable, accounts payable, prepayments, deposits, and leave balances, ensuring compliance with financial regulations.
  • Financial Advisory Services: Provide guidance to international staff, experts, and consultants on allowances, salary advances, travel claims, and other financial matters. Calculate and authorize payments due for claims and services promptly and accurately.
  • Correspondence and Liaison: Initiate correspondence to verify data, answer queries, and obtain additional information on accounts and financial transactions as required. Maintain effective liaisons with local bank officials to obtain daily information on exchange rates, procedures, and regulations affecting office bank accounts.
  • Budget Analysis and Cost Estimates: Prepare detailed cost estimates and participate in budget analysis and financial projects as required, contributing to the overall financial management objectives of the office.
  • Additional Responsibilities: Perform other duties as assigned by the supervisor, ensuring timely and accurate completion of tasks in line with UNICEF’s operational priorities.

Qualifications and Requirements

Minimum Requirements:

  • Education: Completion of secondary education is required, with professional/university courses in Accounting, Finance, or Business Administration considered an asset.
  • Work Experience: A minimum of six years of clerical experience in finance and accounting is required, preferably in an international organization or similar context.
  • Language Requirements: Fluency in English is essential. Knowledge of another official UN language (Arabic, Chinese, French, Russian, or Spanish) or a local language is an asset.

Desirable:

  • Understanding of development and humanitarian work contexts.
  • Familiarity with UNICEF’s financial rules and regulations.
