Overview:
DT Global is currently seeking a talented and experienced Cost and Pricing Manager to join their team. The successful candidate will play a pivotal role in leading the proposal budgeting process for business development efforts, ensuring the development of competitive and realistic proposal budgets in compliance with donor requirements.
Responsibilities:
Proposal Budget Development:
- Review and analyze solicitation requirements, seeking clarification from clients when necessary.
- Collaborate with the technical team to develop a rough order of magnitude (ROM) budget.
- Conduct comprehensive market research and cost analysis to inform proposal budgets.
- Develop and revise complex proposal templates and budgets in accordance with donor requirements, utilizing advanced excel spreadsheet techniques.
Proposal Management:
- Lead the proposal cost, pricing, and budget development process for assigned bids, ensuring competitiveness and responsiveness.
- Write explanatory budget narratives to accompany budgets and manage proposal budget meetings.
- Ensure compliance with DT Global corporate policy and practice throughout the proposal process.
Subcontractor Management:
- Manage assigned subcontractors as part of the proposal process, including budget negotiations and final submission reviews.
- Provide ongoing training and capacity-building to program and technical leaders on proposal budgeting and compliance.
- Liaise with contracts and accounting/finance staff for operational inputs on proposal development.
Research and Analysis:
- Conduct desk research and analysis on US Government and other donor regulations, including FAR, AIDAR, and DSSR.
- Assist colleagues with other budget development activities and conduct pipeline analyses during non-proposal periods.

Qualifications:
Education and Experience:
- Bachelor’s degree in international development, economics, business, or related field, with a minimum of 5 years of experience in managing proposal cost/pricing for a USAID implementer.
- Strong understanding of USAID rules and regulations, including familiarity with FAR, AIDAR, DSSR, and CFR.
- Working knowledge of various contract types and project financial indicators.
Skills and Competencies:
- Proficiency in Microsoft Excel, including experience with logical functions and named ranges.
- Strong leadership, communication, and strategic thinking skills.
- Ability to work independently and effectively lead multiple teams under hard deadlines.
- Adaptability and critical thinking skills to address multiple demands and competing priorities.
