The Position

The Nigeria Country Programme is monitored through the Country Office in Abuja and the four sub-offices in Cross River, Kaduna, Lagos, and Borno States. The sub-office based in Kaduna State covers Kaduna, Sokoto, Bauchi, Zamfara, and Gombe States, supporting Population Change and Data, Quality Care and Services, and Gender and Social Norms. It also provides oversight functions on UNFPA interventions in other states of Northern Nigeria. The central office plays a coordination role, assuming oversight responsibilities, and is also tasked with resource mobilization, strategic planning, and monitoring and evaluation.

To enhance focus on results-based management and quality delivery of programme results, UNFPA seeks a Monitoring and Evaluation Analyst for its Kaduna decentralized office. The M&E Analyst will be based in Kaduna, reporting to the Programme Coordinator/Head of the DO, with technical oversight by the National Program Officer, Monitoring and Evaluation, based in Abuja.

Job Purpose

The M&E Analyst provides overall technical support for monitoring and evaluation and data management across the work of the DO. S/he analyzes, assesses relevant political, social, and economic trends, and provides substantive inputs to project formulation, monitoring and evaluation, joint programming initiatives, and State development frameworks. The M&E Analyst facilitates the delivery of UNFPA’s programmes by monitoring results during implementation, guiding the development of methodologies, and capacity development in monitoring and evaluation principles and practices. S/he works closely with the Country Office to ensure compliance with technical norms, rules, and regulations, and supports States in building capacity in data generation and use.

Responsibilities

Program Monitoring, Data Collection, and Analysis:

  • Oversee Sub-Office Monitoring and Evaluation.
  • Coordinate project monitoring, establishing collaborative relationships with executing agencies, experts, State government counterparts, and other UN agencies.
  • Monitor Action Plans and recommendations from field visits.
  • Work with state HMIS Officers to ensure routine NHMIS data transmission.
  • Integrate M&E activities into project planning, implementation, and reporting.
  • Design and conduct project evaluations to assess overall impact, effectiveness, efficiency, and sustainability.
  • Develop and implement robust CO M&E frameworks.

Reporting:

  • Prepare quarterly and annual reports on program implementation progress, achievements, challenges, and lessons learned.
  • Develop the Program mid and end-of-year report for the SO.
  • Contribute to the preparation of Annual Work Plans (AWPs).

Capacity Building:

  • Provide training and mentorship to project staff on M&E concepts, tools, and techniques.
  • Support state-level planning and reviews of AWP activities.
  • Coordinate periodic LGA M&E meetings.
  • Maintain up-to-date knowledge of M&E best practices.

Qualifications and Experience

Education:

  • Master’s degree in public health, population, demography, or related social science field with training in M&E principles and practices.

Knowledge and Experience:

  • 3-5 years of professional work experience in monitoring and evaluation of Population and Reproductive Health.
  • Experience in data collection, management information systems, and database management.
  • Experience working with Government, International NGOs, and Civil Society in monitoring and evaluation of maternal health, family planning, and gender.
  • Experience in analysis and analytical methodology in relation to complex data sets.
  • Comprehensive knowledge of both qualitative and quantitative methodologies.
  • Knowledge of UN rules and regulations is an advantage.
  • Organizational skills and ability to reach consensus.
  • Knowledge of data analysis software – SPSS/Stata/GIS.
  • Knowledge of the GRID 3 Project.
