Position Overview:
In the complex, high-threat environment of the DRC, the Security Adviser will address high-level security issues across the country. This role reports to the Representative with a direct technical reporting line to the Regional Security Adviser (RSA). The Security Adviser is responsible for advising on security duties and responsibilities per the UN and UNICEF Security Framework of Accountability, managing security activities in support of country programmes, staff, and facilities.
Key Responsibilities:
- Managerial and Technical Leadership:
- Establish and monitor annual work plans.
- Report critical issues for timely action.
- Manage Security team building and motivation.
- Provide guidance to Security section staff.
- Security Risk Management and Planning:
- Advise on the security of personnel, family members, and premises.
- Assist in reviewing and executing Security Risk Management processes.
- Ensure gender and disability inclusivity in security documents.
- Prepare and update security documentation and reports.
- Security Services:
- Monitor security situations and provide analysis.
- Supervise and evaluate security activities.
- Ensure UNICEF personnel are informed about security matters.
- Oversee the establishment of an effective communication system.
- Ensure mandatory security training for personnel.
- Programmatic Security Information and Analysis:
- Provide security dynamics analysis.
- Ensure security considerations are integrated into programmes.
- Support in developing access strategies and preparedness plans.
- Security Networking and Partnership Building:
- Establish and maintain networks with UNSMS, NGOs, and local authorities.
- Collaborate with UNDSS and Security Cell for programme activities.
- Security Compliance Monitoring:
- Monitor compliance with security procedures and guidelines.
- Review security documents and provide advice.
- Innovation, Knowledge Management, and Capacity Building:
- Introduce technological innovations in security systems.
- Share best practices and knowledge.
- Implement capacity-building initiatives.
- Provide security policy briefings and presentations.
Qualification Requirements:
- Education: Advanced University Degree (Master’s and above) required.
- Experience: Minimum of 10 years in security risk management/security analysis. International security management and UN Security Management System experience required. Experience in humanitarian and conflict/post-conflict settings preferred.
- Languages: Fluency in French and English required. Knowledge of another UN language or a local language is an asset.
