Overview
The International Rescue Committee (IRC) is seeking a MEAL Advisor for the “Strengthening Quality of Care through Primary Health Care (PHC)” project in Nigeria, funded by USAID. The MEAL Advisor will oversee the development and implementation of the project’s MEAL strategy, ensuring data is collected, analyzed, and utilized for program design and management decisions. This role is contingent upon the successful award of the program and USAID approval.
Major Responsibilities
Leadership, Program Quality, and Partnership:
- MEAL Strategy Development: Create and manage a MEAL strategy that uses qualitative and quantitative methods and diverse data sources to measure progress and evaluate impact, supporting Collaboration, Learning, and Adaptation (CLA).
- Program Strategy Input: Provide input to program strategy, including adjustments or refinements to work plans.
- Capacity Sharing Partnerships: Develop and strengthen partnerships with MEAL counterparts of consortium agencies, technical partners, service providers, local organizations, and government entities.
- Representation: Represent the program on MEAL aspects at internal and external meetings, forums, and events.
- Capacity Strengthening: Ensure capacity strengthening of consortium partners, and work closely with service providers and stakeholders to ensure timely access to quality program data and evidence.
- Data Utilization: Promote the design, access, and use of data by leaders and consortium partners for shared learning and evidence-based decision-making.
- Compliance: Develop and ensure compliance with procedures for the collection and reporting of program performance data to provide quality and timely data.

Innovation and Integration:
- Technological and Social Innovation: Promote technological and social innovation in MEAL and lead pilots aimed at data visualization and dashboard digitalization.
- Cross-Sectoral Integration: Reinforce the integration of cross-sectoral priorities in MEAL, including gender equality, inclusion, protection, safeguarding, disaster risk reduction, and Do No Harm principles.
Qualifications
- Education: Bachelor’s Degree from an accredited college or university in political science, international relations, or a related area, or equivalent work experience.
- Experience: Minimum of 5 years of relevant work experience in high-risk areas.
- Experience in deploying, installing, and troubleshooting GPS tracking devices for vehicles and persons.
- Experience using and evaluating open-source information platforms.
- Experience monitoring and responding to security/safety/health issues for a regional or global workforce.
- Experience as a trainer for adult learners in public safety/health/protection fields or other training experience.
- Experience conducting physical security and life safety assessments.
- Experience in investigations and/or intelligence analysis.
- Knowledge:
- Risk management and risk analysis.
- Organizational security standards and practices, especially in high-threat environments.
- Security and personal protection training requirements for fieldwork in high-risk environments.
- Advanced knowledge of global geography and country-specific characteristics relevant to safety and security.
- Skills:
- Strong research skills.
- Excellent written and verbal communication skills.
- Ability to rapidly analyze emerging scenarios from a security and risk management perspective.
- Ability to work independently or as part of a team on stressful issues.
- Proficiency with MS Office applications.
- Fluency in written and verbal English; proficiency in one or more foreign languages is a plus.
- Travel: Ability to travel and work for short periods in high-risk environments.
