Vacancy :International Consultancy -ESARO Humanitarian Unit Background: The consultancy is part of the East and Southern Africa (ESA) region’s response to complex humanitarian challenges, including conflict, climate change-related issues, and socioeconomic instability. These crises have profound impacts, particularly on vulnerable populations such as women and girls, exacerbating issues like internal displacement, food insecurity, and gender-based violence.
Rationale: In humanitarian emergencies, integrating the Minimum Initial Service Package (MISP) into various response sectors is crucial for providing comprehensive support to affected populations. The successful implementation of MISP depends on collaboration across sectors beyond health. However, the lack of integration guidance and user-friendly tools poses challenges during emergencies, hindering effective response efforts.
Objectives: The primary goal of the consultancy is to conduct a systematic review of existing tools and develop a user-friendly guide for mainstreaming MISP across other humanitarian response sectors. This guide aims to facilitate coordination and ensure that MISP priorities are integrated into broader response efforts, ultimately enhancing the delivery of sexual and reproductive health (SRH) and gender-based violence (GBV) services.
Scope of Work: The consultant will undertake a desk review of existing guidelines and tools, identify opportunities for integration, and develop a practical guide and tool for mainstreaming MISP. Additionally, the consultant will organize a webinar to present the draft documents and gather feedback from stakeholders.
Expected Deliverables: The deliverables include an inception report detailing the methodology, a review of sectoral tools and guidelines, a draft guide for MISP integration, a draft user-friendly tool for monitoring, and the final versions of the guide and tool.
- Inception Report: This report will outline the consultant’s plan and methodology for conducting the assignment. It will detail how they intend to approach the review, analysis, and development process.
- Review of Sectoral Tools and Guidelines: The consultant will conduct a comprehensive review of existing sectoral tools and guidelines relevant to humanitarian response. This review will identify opportunities for integrating MISP into other sectors.
- Draft Guide for MISP Integration: Based on the review, the consultant will develop a draft guide outlining strategies and recommendations for integrating MISP into various humanitarian response sectors. This guide will provide practical guidance for organizations and practitioners involved in humanitarian response efforts.
- Draft User-Friendly Tool for Monitoring: In addition to the guide, the consultant will create a draft user-friendly tool for monitoring the integration of MISP into other sectors. This tool will facilitate tracking and assessment of MISP mainstreaming efforts during implementation.
- Final Guide and Tool: Following feedback and revisions, the consultant will deliver the final versions of the guide and tool. These documents will serve as valuable resources for humanitarian actors, helping to ensure the effective integration of MISP across response sectors in emergency settings.
Duration and Working Schedule: The consultancy will span 30 working days from June 1 to August 31, 2024. Work will be conducted remotely, with electronic delivery of all materials.
Supervisory Arrangements: The consultant will work under the guidance of the 2gether4SRHR partners agency lead (UNFA) and provide regular updates to the 2gether4SRHR humanitarian Technical Working Group.

Required Expertise: Candidates should have a Master’s degree in humanitarian studies, public health, or related fields, along with at least 10 years of professional experience. Fluency in English is required, and proficiency in French is an added advantage. Experience in humanitarian coordination and familiarity with the ESA region are desirable qualifications.
